Jennifer Wolfsheimer is a Senior Program Associate at WestEd. Jennifer Wolfsheimer has over 20 years of experience leading large-scale projects in disability rights and special education policy for children with disabilities birth through 21. Jennifer specializes in evaluating and building the capacity of state agency staff in the areas of special education data, dispute resolution, and general supervision under the Individuals with Disabilities Education Act. Jennifer leverages her legal training and experience with interpreting requirements for students with disabilities to support the implementation of statutes, regulations, and best practices that are compliant while also support states in improving outcomes for students with disabilities.

An expert in policy analysis and its impact on people with disabilities, Jennifer is a sought-after speaker on topics of ableism, special education, and advocacy specifically from her perspective as a woman with a disability.
Prior to joining WestEd, Jennifer worked for the U.S. Department of Education in the Office of Special Education Programs (OSEP) where she led the team which carried out activities related to Part B and Part C State Performance Plans/Annual Performance Reports and the State Determinations process. Previously Jennifer was OSEP’s Dispute Resolution Lead, she has led national monitoring activities focused on states' dispute resolution policies and procedures and general supervision responsibilities under the IDEA.

Jennifer holds a B.A. in Political Science and Women’s Studies from San Diego State University, M.S. in Education with concentration in Disability Policy from Syracuse University, and J.D. from Syracuse University.
