Kansas State Department of Education: Dispute Resolution: Navigating the Process
Navigating through educational matters can sometimes lead to disagreements or disputes between involved parties. In Kansas, the Department of Education (KSDE) recognizes the importance of resolving such disputes efficiently and fairly to ensure the best outcomes for students, families, and educational institutions alike. To facilitate this, KSDE has established a structured and comprehensive dispute resolution process that serves as a mechanism for addressing various issues that may arise within the educational system, including but not limited to special education evaluation, services, and placement; free appropriate public education; disciplinary actions; and compliance with state and federal special education law. Whether through mediation, formal hearings, or other means, the process aims to foster collaboration, respect, and understanding among all parties involved.

As administrators, it is often difficult to remember the steps to take when faced with a due process hearing request or a formal complaint, especially when these are not necessarily regular occurrences. This session will review the Kansas requirements and the district’s responsibilities in the initial stages of a due process hearing and a formal complaint. Attendees will receive tools to assist with these processes and be empowered to navigate them, when needed. This session will clarify required timelines and build district administrator capacity to meet due process and state complaint responsibilities.

Partnering for Transition Success: Experiences with Transition Councils and Community Teams in Kansas
The Kansas University Center on Developmental Disabilities (KUCDD) has partnered with the Kansas Department of Education (KSDE) on two initiatives designed to build strong community networks for transition and employment in local communities. Building strong networks for interagency collaboration is a key predictor of positive transition and employment outcomes for students in Special Education.  The purpose of this presentation is to describe the structure of the community partnerships (Transition Councils and Community Teams) in Kansas and present findings from a project analysis. Over the last year, five communities have established or revitalized Transition Councils to strengthen transition networks in their community. We will also have a panel of Transition Council and Community Team leaders who will highlight outcomes from their partnerships.
